Manpower is looking for a Turnaround Coordinator for Dow in Terneuzen.
The Turnaround Infrastructure Coordinator (TIC) is responsible for coordinating facility and service needs for all disciplines during all phases of the turnaround.
Purpose of the Role
Shares responsibility with the Turnaround Manager and TA Coordinator for identifying and executing a plan to set up adequate facilities to house staff and contractors during all phases of the turnaround. This is done in various ways.
- Understanding all roles required to complete the turnaround execution
- Building effective working relationships with key Dow and non-Dow resources that assist in preparing and executing the location infrastructure expectations.
The activity intensity of a major turnaround requires extraordinary planning and preparation to meet all requirements and business needs. The infrastructure efforts must begin approximately 9-12 months before the planned start date for turnarounds between 2 MM US and 10MM US, and 18-24 months for turnarounds over 10MM US.
For small ORs, roles and responsibilities for this position may be fulfilled by the OR manager and/or TAC.
Primary Responsibilities
Facility
- Develop a floor plan to determine office and welfare needs.
- Determine the number of buildings required to house personnel and secure the needs via MSA (Managed Service Administration).
- Determine the location and placement of the main TA facility (tent).
- Identify the office needs for TB GMC, projects, contractors, and other departments.
- Determine office space requirements for external TB personnel.
- Collaborate with the operational group to determine office needs and placement for permits.
- Work with process safety representatives to get LPP12.8 approval for all TA buildings and facilities.
- Collaborate with EH&S to initiate MOC for the placement of facilities.
- Collaborate with MSA to arrange concierge services for all buildings throughout the TA period.
- Collaborate with Site Infrastructure staff to supply furniture to staff and offices for TB needs.
- Collaborate with the TB coordinator and material marshal to find, secure, and develop a collection point for storing TB materials. Identify all special building requirements.
- Collaborate with block personnel to establish additional utilities if needed (water, sewage, etc.).
- Work with ES&S to develop a traffic plan to manage traffic during all phases of the OR.
- Work with MSA to set up port-a-cans and sanitary facilities for personnel.
Electricity and IT
- Collaborate with the electrical engineer to identify and set up electrical power to all facilities.
- Work with the IT department to develop a project for all IT needs in all buildings identified to require phones, computers, and printers. This must be done as far in advance as possible before the start of pre-TA activities.
- Collaborate with Office Professionals to identify and secure electronic devices that are not yet available for personnel.
EH&S
- Work with the EH&S representative to develop an emergency plan for the TB facility for accountability purposes.
- Collaborate with EH&S, the process safety representative, and the waste coordinator to identify possible waste storage locations, expected waste volumes, and disposal.
- Work with EH&S to develop a strategy for the relocation of basic waste such as household waste, wood, and insulation.
- Collaborate with EH&S for a preparatory walk to identify any potential hazards related to the facility and the shutdown storage area.
Communication
- Work with the Unit/Location Communication department to communicate infrastructure plans, e.g., traffic plan, emergency plan, access closures, etc.
- Develop a PowerPoint for the infrastructure plan for communication at the site.
Do work
- Collaborate with the AC/GK (Activity Coordinator/Gatekeeper) of the block to find and secure a staging area for scaffolding if needed.
- Collaborate with the AC/GK of the block to find and secure a storage location for insulation.
- Work with the TB coordinator to set up a facility for contractor tool trailers and safety trailers.
- Collaborate with TA coordinators, block personnel, project groups, and contractors to develop layered plot plans for the TA.
- Ensure sufficient Port-a-Cans (Porta-Potties).
- Develop a plan for handwashing stations.
- Develop a plan for refilling and distributing water coolers-ice and water.
Special
- Collaborate with the Cost Controller to develop a budget estimate for Infrastructure.
- Work with ES&S to develop a parking plan for the influx of staff during the OR period.
- Work with ES&S to develop a strategy for transporting personnel within the site (buses).
- Work with the site's TB leader to understand what other TBs during the same period need to manage external services and traffic coordination.
- Collaborate with the OP to provide office supplies, coffee supplies, and snacks for the duration of the TB for all buildings.
- Collaborate with the OP to develop a meal plan for OR operators and OR personnel.
- Work with the TB coordinator and fuel depot to develop a strategy for fueling TB.
- Collaborate with the Site Infrastructure & Rigging department to capture ground radar.
